It was established in the middle of XVII century. Its area was bounded with Greater Caucasus from north, Goychay from east and Alijan River from west. It was included in structure of  Sheki khanate. At the end of XVII century it was called as Gabala mahal (province). It was governed by naibs (local rulers) of Sheki khanate.
