Samad bey MehmandarovSamad bey Mehmandarov (1855-1931) - artillery general Samad bey Mehmandarov got the education in the gymnasium in Baku, and at 16-year-old entered II Konstantinovka ,the school of artillery located in St. Petersburg. In December 1875 he was conferred rank of podporuchik and awarded with third degree Saint Stanislav Order. In 1890he promoted to Captain, in 1898 to lieutenant-colonel, in 1901 to colonel and in 1904 to major-general ranks. At Russian-Japanese War for great bravery S.Mehmandarov was given the rank of full general artillery in 1908, and it was equal to the rank of Lieutenant-Colonel. General S.Mehmandarovwa appointed as Secretary of War in government of Azerbaijan Democratic Republic in December 25, 1918 and in a short period of independent Azerbaijan has been able to create army of 30 thousands.
