Azerbaijan Amelioration and Water Management

For purposes of land reclamation and water management in agriculture water dept was established in 1920 at the National Land Committee of Azerbaijan SSR was established, and in 1921 its name changed to Water department. In 1925 the Department of Water Economy of Azerbaijan (Azvodxoz) has been established at 

the Supreme Economic Council of the Azerbaijan Soviet Socialist Republic. However, since 1941, it was called as the People\'s Commissariat for Water Economy of Azerbaijan, Ministry of Water Economy of Azerbaijan SSR from 1946, since 1966 the Ministry of Land Reclamation and Water Management of the Azerbaijan Soviet Socialist Republic, and since 1993 as Committee of Land Reclamation and Water Management under the Cabinet of Ministers.

By Decree of the President of the Republic of Azerbaijan On improvement of management in the agricultural sector, dated November 23, 2004, the committee was abolished and under the Ministry of Agriculture of the State Land Reclamation and Water Management Agency, and then by Decree  372 on Improvement in the sphere of land reclamation and water management measures” dated February 23, 2006 and then  on the basis of the agency an Open Joint Stock Company Land Reclamation and Water Management (Azmelsutasarrufat OJSC) has been established. It is state-owned joint-stock, which render state services in the field of land reclamation and water economy and its shares owned by the state.

By decision of Cabinet of Ministers No. 149 dated June 17, 2006, the Charter of Open Joint Stock Company Land Reclamation and Water Economy and its structure have been approved.

Joint-Stock Company carries out its activity in accordance with the Constitution of Azerbaijan Republic, its laws, decrees and orders of the President of the Republic of Azerbaijan, decrees and orders of the Cabinet of Ministers, other normative legal acts and its Charter.

Azerbaijan Land Reclamation and Water Management OJSC in accordance with the Charter provides with water various sectors of the economy, arranges exploitation of state-owned land reclamation and irrigation systems, ensures state control in water use and protection, removal of saline waters from reclaimed lands, arranges measures to combat against the flood and flood waters, prepares  main scheme of complex using of surface water recourses and protection, prepares together with relevant state bodies  basin and territorial schemes, ensures the use of trans-boundary water objects, inter-state joint use of land reclamation and irrigation systems, and acts as customer for the construction of irrigation and water objects.
