CongressesThe I Congress of World Azerbaijanis was held in Baku in November, 2001. The Congress had an importance in respect of uniting of all Azerbaijanis living abroad, around the common objective, the idea of a single Azerbaijanihood, and laid a foundation of qualitatively new stage in the history of the Diaspora movement- the stage of construction and organization. The Congress taking into account the suggestions of the representatives had set the Committee for Work with Azerbaijanis Living in Foreign Countries (Diaspora) to ensure the implementation of state policy of work with Diaspora. The law The policy of the state in regard of Azerbaijanis living in foreign countries” adopted in December 2002, has identified a priority area and legal principles in this field.
The II Congress of World Azerbaijanis held in March 16, 2006 in Baku, was the next step forward in the process of building of the Diaspora. The documents adopted by the Congress - the Decision of the Congress of World Azerbaijanis, the appeals of the Congress to World Azerbaijanis and to the President of the Republic of Azerbaijan, the appeals of the Congress to the international community, international organizations and parliaments of foreign countries, heads of state and government, United Nations Educational, Scientific Issues and Culture Organization (UNESCO), Azerbaijani and Turkish Diaspora organizations in connection of the Armenian-Azerbaijani, Nagorno-Karabakh conflict is the program of the specific activity of Azerbaijanis living abroad after the Congress.
The III Congress of World Azerbaijanis was held in Baku on July 5 of this year in Baku in accordance with the Order of Azerbaijani President Ilham Aliyev dated January21, 2011 “The twentieth anniversary of the restoration of state independence of Azerbaijan Republic.
1272 delegates from 42 countries, 579 representatives and 211 guests from all over the world took part in the Congress. It was noted in the Congress that the last 5 years were remarkable with transformation of Azerbaijan to one of the cultural and political centers the Turkic world. The I forum of the Azerbaijani and Turkish Diaspora organizations of the world held in 2007 in Baku, as well as the XI Congress of friendship, brotherhood and cooperation of the Turkish states and societies was an important event in the life of all the Turkic-speaking peoples. Documents adopted in the meetings held by initiative of the President of the Republic of Azerbaijan Mr. Ilham Aliyev, defined the directions of the establishment of mechanisms for effective cooperation among the Diasporas of Turkic-speaking peoples.
In the Congress President of the Republic of Azerbaijan, Ilham Aliyev was re-elected chairman of Coordinating Council of World Azerbaijanis. The number of members of Council was increased to 115 from 107 and the Presidium was canceled and the Executive Secretariat has been established.
On July 6, the presentation of implementation of Orders of President of the Republic of Azerbaijan Ilham Aliyev dated July 4 related to rewarding of group of persons for their services in strengthening of friendship between nations, the development of the Azerbaijani Diaspora and as well as in science, culture, art, journalism, physical education and sport fields was held.
From November 17, 2007 to November 19, 2007, the XI Congress of Friendship, Brotherhood and Cooperation of Turkic states and societies held: 1150 delegates attended the Congress and 550 guests from 30 countries were invited. The problems of all Turkic world have been discussed in the Congress.
In Apr 14, 2009 the Third session of the Congress of European Azerbaijanis was held in Frankfurt, Germany. Reports on organization, protection and preservation of national and moral values of Azerbaijanis living in Europe, the protection of the rights and freedoms, the delivery of the world community the truth about Azerbaijan and the works done in other areas were delivered in the Congress. Discussions were carried out on the implementation of obligations arising from the Program of Action European Congress of Azerbaijanis in the years 2007- 2009 developed in 2007 and approved at the meeting of the Executive Committee in 2008. The new Diaspora organizations became a member of the Congress.
