Coats of armsThe national emblems of Azerbaijan SSR
In Apr 29, 1920 after decline of Azerbaijan People Republic though the Bolshevik government was built under the name of Azerbaijan Republic of Public Councils, actually it could protect its state independence by the end 1922, and was not entered into structure of any entity. In spite of every kind of pressure of the Soviet Russia and bolshevik authority, Soviet Azerbaijan tried to pursue line of independent foreign policy. But in the first years of the Soviet power Azerbaijan forced to adapt its state attributes to attribute of the Soviet Russia.
In May 1921 first constitution of Azerbaijan Republic of Public Councils (AISC) was accepted. Description of the National Emblem had been given in the Article 103 of the same constitution as: At the coat of arms of Azerbaijan Republic of Public Councils (AISC) it was written in Azerbaijani and Russian: Azerbaijan Republic of Public Councils” and “Proletarians of all countries, unite! and consists of sickle and hammer on rays of rising sun, crescent surrounded by garland of ears of wheat and five point star. In November 1921 it was decided to unite Azerbaijan, Georgia and Armenia in the form of federative state. After three republics of the South Caucasus united in one state Federative Union of Transcaucasian Soviet Socialist Republics in March of 1922, a heavy blow was struck on independence of Azerbaijan. In December 10, 1922 at 1st congress of Transcaucasia it was decided to replace name of Federative Union of Transcaucasian Soviet Socialist Republics to Transcaucasian Soviet Federative Socialist Republic. By creation of this state with unique legislation, executive bodies once again stroke a crushing blow on state independence of Azerbaijan. But in December 30, 1922 with creation of the USSR the independence of Azerbaijan ended. Though it could preserve some state attributes like flag, national emblem national anthem and Constitution, which were brought in conformity with USSR attributes, but it lost its status of subject of international law.
At the end of 20-es a word in Russian “социалистическая” was tranlsated not like “public” as earlier but as “socialist”. Corrections were also done in the coat of arms with abbreviation writing in this connection, too. It was begun to be written as Azərbaycan Sosialist Şura Cümhuriyyəti (Azerbaijan Socialist Council Republic).
Description of the state arms had been given in the Article 151 of the Constitution of the Azerbaijan Soviet Socialist Republic accepted in the 1937 as: At the coat of arms of Azerbaijan Soviet Socialist Republic it was written in Azerbaijani and Russian: Azerbaijan Soviet Socialist Republic” and “Proletarians of all countries, unite! and consists of sickle and hammer on the background of sun with cotton and wheat and with oil tower in front rays of rising sun at red background, crescent surrounded by garland of ears of wheat and five point star.
